The European Union plans to introduce new regulations to restrict the misuse of AI technology

In 2025, with the rapid development of AI technology, especially the popularization of AI-generated content and deepfakes, these technologies have not only brought convenience and innovation to people's lives but also raised a series of security and ethical issues. To address these challenges, the European Union plans to significantly upgrade its AI regulatory framework to ensure the healthy, safe, and sustainable development of AI technology.

The core of the EU's new regulatory framework is the Artificial Intelligence Act, which categorizes AI applications into four risk levels: low risk, medium-low risk, medium-high risk, and high risk. Each level corresponds to different regulatory requirements and measures aimed at ensuring that the use of AI technology complies with ethical, safety, and legal standards.

Notably, the Act explicitly prohibits eight high-risk scenarios, including but not limited to the use of AI for mass surveillance, facial recognition without consent, and AI systems that may pose serious threats to human life or health. For companies that violate these bans, the EU will impose severe penalties, with fines reaching up to 7% of global annual turnover or €35 million, serving as a deterrent.

Furthermore, the Act introduces labeling requirements for AI-generated content. To ensure that the public can clearly distinguish between AI-generated content and real content, the Act stipulates that all AI-generated chatbot conversations, videos, images, etc., must be clearly labeled as "generated by artificial intelligence." This requirement will help improve public AI literacy and prevent social risks arising from misunderstanding or misleading information.

Simultaneously, to enhance the traceability of AI technology, the Act also requires the establishment of a traceable database. This database will record the entire process of AI system development, testing, deployment, and use, enabling rapid location and action in case of issues. This can not only improve the security and reliability of AI systems but also provide powerful data support for future AI regulation.
